Responsibilities include analyzing, reviewing, negotiating, and processing proposals and budgets including, but not limited to, firm-fixed price, cost plus fixed fee and time and materials to various federal agencies and industrial sponsors for the Applied Research Laboratory (ARL). Provide improvements in reviewing, analyzing and processing proposals and budgets.
Keep current in University and governmental policies, rules, regulations and practices with respect to proposal requirements. Provide supervision, performance assessment and staff development activities for assigned team members. Participate in functional development and implementation of automated electronic web-based proposal processes including system requirement development and system testing. Maintain Proposal Office web site.
Coordinate individual proposal and proposal system audits with DCAA. Assist in the development and implementation of a new proposal budget module and provide support through requirements analysis, testing and training/inquiry support of ARL Business Office staff members. Requires Bachelor’s degree in Finance, Business or Management or equivalent, plus three years of work-related experience. Experience in discerning Federal government solicitations and performing cost/price analysis is required, as well as a knowledge of Federal cost principles.
